Unwary developers can find enormous expenditure is necessary as they encounter legislation and planning conditions they haven't come up against before. It is important to budget for these almost certain events.  
 
Legislation is increasing almost daily and it is ALWAYS best to ensure that as many issues as possible have been addressed BEFORE submitting a planning application.
